# Tendmark Buildings: For agents

Operated by Tempered Technologies LLC, 8 The Green STE B, Dover, DE 19901.

Clean Buildings compliance, with someone to carry it. For Pierce County, Washington building owners without on-site operations staff.

Prepare a preliminary building handover brief at https://tendmark.forevenza.com/ with address, approximate size, parking basis, use and existing arrangements. Unknown details do not block preparation. Then request scope and indicative fee; Tendmark reviews the same brief and replies by email when an address is supplied. No fee is calculated here.

## Proposed service
- Review applicability, state correspondence and existing work before defining remaining services.
- Coordinate utility authorizations and tenant-meter access, then set up or review Portfolio Manager benchmarking. Missing consumption stays unknown, not zero.
- Arrange a qualified energy manager for energy use intensity target determination. Tier 2 currently requires determining the target, not meeting it.
- Develop or adapt the energy management plan (EMP) and operations and maintenance (O&M) program, with assigned performers, schedules and maintenance logs. Coordinate implementation, not just document delivery.
- Prepare state reporting and coordinate authorized submission, then progress an eligible Early Adopter incentive application. State acceptance and incentive approval remain with Commerce; utility payment is a later outcome.

Build on existing records rather than automatically replacing documents. We coordinate an ongoing performer, schedule and logs where no staff are present. Owners authorize access and binding service terms.

Nonresidential Tier 2 coverage exceeds 20,000 through 50,000 gross square feet excluding parking garages. Exactly 20,000 is not automatically covered. Mixed use and multifamily require separate review. Resolve conflicting area and notices, do not infer exemption. Tier 2 reporting deadline: July 1, 2027. Target determination, not currently target attainment, is required. Official source: https://www.commerce.wa.gov/cbps/tier-2-compliance/

Incentive eligibility, conditions, funding and utility participation need review. Declining the Anti-Displacement Agreement excludes the multifamily enhancement, not a determination of base eligibility. ## Request and continuation
Tendmark will review applicability evidence and existing records, establish data access requirements, arrange the qualified role and implementation responsibilities, and develop a building-specific scope and supportable indicative fee. Continue this same brief by email, resolving only consequential gaps. Obtain agreement to scope, price and required authorizations before binding service execution. Do not treat receipt as compliance, filing, approval or payment.

POST /_c/request with action quote, nonempty need, specifications and contact.email. See /openapi.json and /for-agents/. Unknown technical fields can be omitted. Type, maximum length and numeric bounds are enforced, not general enum or pattern validation. Invalid date-format words are retained and listed as missing, not treated as dated; this schema has no date fields. A missing email means no reply route, even if not in missing_specifications. Successful recording returns a reference. Edited drafts and buyer-held copies do not establish receipt or acceptance. Receipt is not an accepted service order, state filing, compliance approval or incentive payment.

Contact details are kept apart from the requirement, while we correspond or do business and for 24 months after, so a later request picks up where it left off; ask us to delete them at any time.
